Starting January 1st, 2026, using Peppol will become mandatory in most cases for sending invoices. Below we explain who is affected, what the exceptions are, and what this means for you.
π What changes on January 1st, 2026?
From that date onward, all Belgian businesses issuing invoices to other Belgian businesses or self-employed individuals (B2B) will be required to use a structured electronic format. The transmission of these invoices must go through a certified network such as Peppol.
In other words:
- You will be required to send all B2B invoices via Peppol, regardless of whether you're invoicing a large company, a small business, or a freelancer.
- The obligation applies to all businesses subject to VAT in Belgium.
This is part of a government initiative to combat VAT fraud and reduce administrative burden.
ποΈ What is already mandatory today?
Even before 2026, there are situations where Peppol is already required:
- If you invoice a public authority (federal, regional, or local), you must already send your invoice via Peppol.
- Some large enterprises or public companies also require invoices to be sent through Peppol.
π What are the exceptions?
The obligation does not apply in the following situations:
- Invoices to consumers (B2C): You may continue to send invoices through other channels, such as PDF via email.
- Cross-border invoices: Clients located outside of Belgium are not subject to the Belgian Peppol mandate β although other countries may have similar rules.
- Special VAT schemes or exemptions: Certain organizations (e.g., some non-profits) may be exempt.
